Description:
Under the overall guidance and direct supervision of the Representative of the Country Office the Programme Management Associate provides leadership in execution of programme management services ensuring effective and transparent utilization of programme resources and integrity of financial services. The Programme Management Associate promotes a team-oriented approach consistent with UNODC rules and regulations.
Summary of key functions:
a) Responsible for day-to-day management of financial management of the Country Office and ensure the integrity of the financial system and adherence of related rules and regulations.
b) Support to CO programme management
c) Support to implementation of a resource mobilization strategy
d) Focal point for Human Resource issues
e) Facilitation of knowledge building and knowledge sharing, guidance on programme financial matters
a) Responsible for day-to-day management of financial management of the Country Office and ensure the integrity of the financial system and adherence of related rules and regulations.
- Assure that all contractual obligations are adhered to and initiate the necessary financial transactions.
- Follow-up on the financial performance, audit recommendations of the programme in terms of preparing accurate and timely financial reports
- Submit required analytical progress reports (technical and financial) as required
- Assist in resource mobilization for the programme and regularly follow up.
- Verification and reconciliation of various expenditures.
- Coordinating the preparation of project budget reports.
- Provision of the information/reports on the situation in the entire programme, identification of operational and financial problems, proposal of solutions.
- Regular monitoring of the Country Office delivery
- Full compliance with UN/UNDP/UNODC rules, regulations, and policies including follow-up on audit recommendations; proper functioning of a financial resources management system.
- Implementation / monitoring of cost sharing and trust fund agreements
b) Support to the Country Office programme management
- Development, monitoring and follow up on Programme Portfolio in ProFi.
- Provision of advice on reporting to project staff
- Preparation of reports including donor reports
c) support to implementation of the resources mobilization strategy
- Drafting of cost sharing and trust fund agreements and obtaining of clearances from HQ if necessary.
- Monitoring of cost-sharing contributions
- Advice to programme and project staff on different donor reporting requirements; monitoring of financial and programme reports to be submitted to donors.
- Analysis of information on donors, preparation of donor's profile, facilitating contacts with donor counterparts.
- Track and reporting on mobilized resources
d) Focal point for Human Resource issues
- Liaison / coordination on HR issues with UNDP HR Section locally and UNODC HR Section at HQ Vienna
- Assist in the selection and recruitment of personnel and short term consultants
- Maintains personnel files of the Country Office, monitoring timely submission of performance reports and initiation of contract extensions.
e) Facilitation of knowledge building and knowledge sharing, guidance on programme financial matters
- Guidance to CO staff on implementation of projects, tracking use of financial resources.
- Advice to project staff on UNODC/UNDP administrative and reporting, in particular, on budgetary issues.
- Organization of staff training on programme financial management and results based management.
- Synthesis of lessons learned and best practices in programme and finance.
