There has been steady progress in raising awareness to ensure the programs and projects of the humanitarian partners taking part in Pakistan Humanitarian Response Plan pay appropriate attention to and address adequately the distinct needs and perspectives of women, men, boys and girls. There is, however, a long way to go before this analysis forms an integral part of the working methods of Clusters and Agencies and accountability mechanisms are in place to ensure implementation. Existing agency-based gender equality advisors and focal points have limited ability to address overarching and inter-agency/inter-cluster issues and support inter-agency implementation and cooperation in this regard including at the senior humanitarian management level.
Duties and Responsibilities
1. Chair, arrange and facilitate the Gender Task Force and its meetings and provide daily follow up and coordination;
2. Participate in/contribute to cluster meetings and ensure coordination of gender focal points participation in the cluster and report back
3. Facilitate and support the integration of gender equality perspectives in humanitarian planning and programming, particularly in the design of humanitarian projects;
4. Support clusters, agencies and HC/OCHA and other humanitarian actors to ensure their projects and activities benefit men/boys and women/girls equally;
5. Support and build the capacity of humanitarian partner organizations and specifically their respective gender focal points to monitor and report on progress towards gender equality;
6. Conduct culturally informed and sensitive dialogue with relevant stakeholders and groups to raise awareness of the importance of programming for increased equality and identify entry points to work with women and girls;
7. Work with implementing partners and Gender Task Force members to identify, analyze and monitor gender equality gaps and issues affecting women or other marginalized groups. Refer information to appropriate humanitarian actors for follow-up;
8. Share good practices in gender equality and humanitarian programming and encourage implementation of the IASC Gender Analysis Framework;
9. Work closely with all clusters and task forces to arrange or provide capacity building on gender responsive humanitarian activities;
10. Work closely with the protection cluster as well as the GBV sub-cluster to support and coordinate GBV prevention and response activities;
11. Work closely with UN Inter Agency Group on Gender Equality
12. Periodically report on gender equality issues and issues affecting women in the humanitarian crisis; ensure good practices are identified and documented;
13. Advocate for and coordinate use of Task Force knowledge and resources in planning gender aware interventions;
14. Provide inputs to statements issued by the Humanitarian Management Team to ensure these reflect gender equality concerns;
15. Collaborate with others to prepare or contribute to media briefings, Situation Reports, newsletters, or other information packages bringing IDP women's/girl's as well as men and boys needs to government, donor and civil society attention;
16. Liaise with relevant government institutions to strengthen gender equality sensitive humanitarian response;
